Spectrum Development Group, LLC (SDG) is a turnkey development manager of hotels, conference centers, and resorts. Our services are best summarized in the following two phases: Pre-Development Phase and Development Phase.

Pre-Development Phase

Preparation of preliminary hotel facilities and design criteria.

Preparation of preliminary development cost budgets.

Oversight of professional demand and feasibility studies.

Establish and monitor the selection process for Architect, Interior designers, and engineers (civil, structural, Structural, Mechanical, and Plumbing)

Other consultants, including, as necessary:

Landscape/Hardscape Architect

Waterproofing Consultant

Audio-Visual Consultant

Telecommunications, MATV, and Security Consultant

Monitor all pre-development and entitlement activities, including Zoning, Variance Submissions, Permitting, Licensing, Soil Testing, Pre-construction evaluation, etc.

Finalize development cost budgets and negotiate appropriate vendor, contractor, or designer contracts.

Direct the architect and other design professionals to ensure a cost-effective, operationally efficient facility that will maximize the long-term profitability for the owner.

Direct Value Engineering exercises as necessary and obtains owner/franchisor approvals as required.

Development Phase: Project Management

  • Establish and monitor the selection process for general contractors.
    • Request and review contractor qualification statements
    • Issue and review the RFP for general construction of the project
    • Conduct interviews, as necessary, and verify references for contractors selected to submit a proposal for the project
    • Verify that the scope of work proposed by the General Contractor is complete
    • Verify that the Contractor has sufficient financial strength and the required bonding capacity for the project
  • Negotiate the general construction contract.
    • Review the contract for the general contractor, including the general and supplemental conditions for the project, on behalf of the owner.
    • Review and negotiate any requested changes and attachments to the contract by the general contractor.
    • Negotiate and fix fees and general conditions for the project.
  • Monitor the selection of major subcontractors, including:
    • HVAC, Plumbing, Electrical, Structural, Drywall, and Millwork
    • During this process, we review contractor qualification statements, the proposed scope of work with the general contractor, and the proposed contract between the general contractor and subcontractors.

  • Monitor the G.C.’s efforts to obtain final permits and approvals, including:
    • Land Disturbance Permit (Environmental, Clearing & Grubbing, Earthwork Activities, Erosion Control, etc.), Foundation Permit, General Building Permit, Sanitary and Storm Drainage Discharge, and Signage Permits.
  • Monitor all construction activities.
    • Review and monitor updated project schedules.
    • Monitor the quality of the work being put in place and notify the contractor of any work not found to be acceptable.
    • Conduct bi-weekly project meetings at the site and a monthly owner, contractor, and architect (O.A.C.) meeting at the site to review the current status of the project and the contractor's monthly pay application.
  • Evaluate all contractor Request change orders for compliance with contract documents and verify.
    • Costs are warranted
    • Monitor all submissions to the architect and ensure the flow of information allows the project to remain on schedule.
    • Monitor RFIs from the contractor and the responses from the consultants to ensure the contracted scope of the project does not get modified without the owner's approval.
    • Coordinate owner-furnished items with the general contractor to ensure the project remains on schedule and the contractor has the materials furnished by the owner on-site when needed.

  • Coordinate the FF&E installation.
    • Monitor G.C.'s efforts to obtain the Certificate of Occupancy.
    • Monitor G.C.'s efforts to obtain Health Department approvals.
    • Oversee the completion of all punch list items and "Final Completion."
    • Monitor and direct contractor for punch list work required by the architect and other consultants prior to review by the Management Company
    • Prepare a final punch list for the contractor with the management company and franchisor, and monitor the progress of this work.
    • Monitor the assembly of all required close-out documents and warranties for the project and track their turnover to the owner and management company.
    • Review the contractor request for Final Payment and verify all required final lien waivers and miscellaneous other issues necessary to close out the project have been provided
  • Furniture, Fixtures, and Equipment (FF&E)
    • Direct and monitor the interior designer.
    • Coordinate owner/franchisor design approvals.
    • Assist with the RFP and selection of a purchasing agent.
    • Monitor the purchase of all FF&E.
    • Monitor the installation of all FF&E.
    • Monitor the FF&E punch list generation and execution.

  • Hotel Management Coordination
    • Participate in the hotel operator selection process.
  • Oversee and Monitor the performance of the hotel operator (and franchisor, as appropriate) during the pre-opening and technical services phase of the project, including items such as:
  • Concept development input for all retail and
    • food & beverage operations
    • Procurement of Operating Supplies & Equipment (OS&E)
    • Procurement of computer systems
    • Task Force
    • Coordinate the timely and efficient turnover of spaces to the operator and the resolution of any remaining punch list items.
  • Coordinate with the hotel operator to achieve soft and grand openings.
  • Coordinate with hotel Franchise Company to obtain final project and opening approvals.
